The National Research Council was established in 1923 and is one of the most important italian scientific research center oganization. Its duty is to carry out, promote, spread, transfer and improve reasearch activities in the main sectors of knowledge growth and of its applications for the scientifics, technological, economic and social development of the Country. CNR is distributed all over Italy through a network of 109 institutes, 7 main departments and 8200 workers. The Multifunctional Polymers Material Institute of Sichuan University was established in 1953 and became one of the most important institutes in China. In 1964 the first polymers research institue waas founded, in 1988 polymers became an university subject and at the end in 1991 was build the first State Key Laboratory of Polymer Material Engineering. Nowadays this laboratory attract national and international researchers. 

During the past few years the State Key Laboratory of Polymer Material Engineering, the Sichuan University, China, hereinafter referred as SCU, represented by its executive vice president, Professor Guangxian Li and the Department of Chemical Science and Materials Technology of the National Research Council, hereinafter referred as DSCTM-CNR, established in Rome, represented by its Director, Professor Luigi Ambrosio have been found the opportunity to meet each other several times. In 2013 the Prof Guangxian Li of SCU and CNR president Prof Luigi Nicolais met each other at National Research Council in Rome. 

In November 2013 they recognized mutual interests and reached an agreement to co-establish the International Multifunctional Polymers and Biomaterials Research Center, hereinafter referred as MPBRC, which will work as a platform to promote interests in research activities and technology transfer in the area of polymer and biomaterials.
